If you were to have 6 DS-1 into your DL3800 and they were all carefully labelled on your side (by C&W even!!!) but on Cable & Wireless side or some segment in the middle they were mis-labelled and you lost four of the 6 DS-1 and as you tried to test and resolve the problem it was impossible to know which one you were working on because C&W would throw you a loop and you'd see it oh, say, on your GOOD and WORKING DS-1 you might have to work until three in the morning to get everything labelled correctly from end to end and then fix the issue that brought the DS-1s down in the first place.
